The Collapse of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: hopeful statements are issued from different nations. Significant resources is devoted on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capability enabled by current data. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching guided weapons flew past – advanced fighter aircraft supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons activated: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably delivered by Western nations. Every deployment shakes the surroundings, causing tremors. The brief panic quickly transforms into sober acceptance: perhaps the approaching threat won't cause damage this time, sparing the city from catastrophe and another blackout.

Continuous Dangers

Following this, a large-caliber weapon engaged a drone somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv faced the early updates: several casualties, destruction and utility failures in numerous residences as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a need that European nations are demonstrably unable to substitute in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from US leadership follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This trend will, certainly, persist.

Strategic Calculations

It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a assumption well known to experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government presumes that it is unfeasible to force Russia to relinquish the territory that it currently occupies in Ukraine's occupied territories.

The problem is that while recognising this factual reality, US leadership does minimal to deter Moscow, through statements or actions, from assuming that the status quo will not evolve additionally in its advantage in the months ahead.

Divergent Views

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing people and territory but averting a entire defensive failure until situations evolve in its advantage.

Present Conditions

Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are entering the equation: political desires to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their attention does not move to homefront challenges. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are influencing discussions.

Conclusion and Outlook

It took a only one week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, latest revelations, all did their job.

While new initiatives based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
